I re-submited the same thing, under the risk of being called crazy by trying the same thing expecting a different result, and THE 'NONE' BUTTON APPEARED. The first time I entered the giftcard: it said 'A credit card is required blah blah blah, NO 'none' button.
When I went to the apple Store to return the gifcard or get it credited to the 'unverified' account, I went through the process to let it ready for the 'Account Setup' guy:
